Third Rome
The Romans considered their city to be the center of civilization, and this legacy has greatly outlasted the power of their empire. Other empires that arose in their place would attempt to maintain their legitimacy to rule by claiming connection to this past hegemony, going at great lengths to fabricate ties to the city and its former rulers. Repeatedly, great rulers would tout their capitals as the Nova Roma of the world, evidenced by their city's religious authority or international influence. As the western empire began to be disassembled, the Greek rulers of the eastern empire, the Byzantine Emperor and the Ecumenical Patriarch, claimed that Rome's legacy had passed to Constantinople. Now that the Byzantines have fallen from power, this heritage has been claimed for Moskva by their increasingly ambitious Grand Princes. While Moskva has indeed become the seat of far-reaching power, its predecessors still prove to be jewels worth sending men to die for. Whichever Rome is the greatest may be debated, but their value to legitimacy and power is not. Whoever controls Rome, might just control the world.
House Rules
1. Scoring
Target Cities - In Third Rome, each tier will have a specific target city. Any player from that tier that owns the target city in 1821 will gain 10,000 points in score.
Victory Cards - Victory Cards will be active and all points from victory cards, including those accumulated from holding them over time or those lost from Cards owned by other, will used in player scoring. No other in-game points will be used in player scoring.
2. Players may not annex, or directly cause the annexation of, any of the provinces in the area of that player's capital in any treaty they control, nor can they cause the release of a nation in any player's capital area in any treaty they control. Other players may not annex these provinces no matter which nation currently owns them. Players may vassalize or otherwise subjugate a player, but may not diplomatically annex. A player's protected area will never change except when the capital is moved by a National Decision, and only if it would not cause an overlap with another player's capital area. Should a player change nations or fail to return to the game, the starting area of the player's abandoned nation will remain protected in this way and will never be available for annexation.
3. During their first missed session, other players may not attack the absent player's nation, and may not demand any peace terms from their nation if they find themselves at war by other means. Absent players' nations are not protected in further missed sessions and players cannot take advantage of protection after the year 1750 regardless. If a war continues into a player's protected session, his enemies may only demand the ceding/release of land they occupied at the start of the protected session, war reparations, gold, trade power, concession of defeat, and/or humiliation.
4. If a player is eliminated by the AI he may take over any unclaimed nation from the selection pool, or any nation with 0 points or less. A nation not from the selection pool will be part of the lowest tier.
5. A player may use the vassal release mechanics to switch to playing a released subject at any time. Similarly, a player may switch to playing one of their subject colonial nations as soon as it is formed by pausing the game while the colonial nation is still only 5 provinces large and declaring his intention. He will then drop from the game and hotjoin as his colonial nation. The in-game colonial nation release button may not be used to play as the colonial nation since it also frees the colonial nation.
6. In order to encourage more frequent, shorter wars that do not devolve into world-spanning conflicts, we will be using the 30% Rule in this campaign. At any point in a war that the primary aggressor/defender has 30% or more war-score, they may send a peace treaty demanding the annexation of one province that they occupy, that is owned by the primary defender/aggressor, and that they share a border with by land or sea, or a white peace, and this peace treaty cannot be refused. To be unrefusable, the treaty must contain no other conditions except the annexation of the single province and the province must not be a nation's capital. The sending player may pause the game for this treaty, so that the war-score will not change and the rule can be enforced.
Rewards:
- Each tier has a unique target city and any player from that tier that owns (not occupies) the city in 1821 will receive 10,000 victory points.
- Other than the above, only points from victory cards (including accumulated, positive or negative) will count towards player score.
- A player who changes nations will not remain in his tier unless the new nation was one of the player's vassals or colonial nations. Changing to any other nation will place the player in the lowest prize bracket. This rule can be superseded by campaign specific rules.
- Nation selection in a future campaign will go in order of final score ranking in this campaign, except those who received prizes will pick last (in order of final score).

After hundreds of years of tribute to steppe warlords, the Russian nobility has finally consolidated its strength and defeated the hordes. The Grand Prince of Muscovy now claims authority over all his peers, and holds unrivaled power in the region if he can keep the many princes under his thumb. Along the Moskva River, the city of the same name has arisen as a center of trade, culture, religion, and politics, and has now eclipsed its peers. Whoever wishes to rule the diverse Russian peoples must control this Third Rome.

After the defeat of Christian forces at Varna, unified challenge to Ottoman hegemony has waned. However, the Mamluk Sultan in Cairo is displeased by the success of his rival and the trade leagues of the Italian republic fear they will be shut out of eastern trade if the Ottoman sultan monopolizes the region's trade routes. Sitting between these powers, remnants of Orthodox authority remain in many smaller states, awaiting any opportunity to secure their power and influence.

The powerful Christian rulers of Europe dream of seating their own puppet on the Papal throne, removing such a thorn from their side while securing a formidable new weapon to wield against their rivals. However, if the city were to fall to heretics or heathens, it would surely mark the downfall of Catholic Europe.
